Referring to telegram 20 from you.

Other departments concerned are being consulted on the

whole question and instructions will be sent you at the first

opportunity.

Mr. Bullard is however due in China at the end of Feb-

ruary he is leaving Peking at once via America, I am told

by Mr. Isaacs that contracting Company for American contract

are American Federal.Company. They were a Moriband concern

and American Government he suspects, have brought then to

life again for the special purpose of breaking the preferen-

tial position which Under 0.1.W.1.C. charter is enjoyed by

Marconi's.

The Polmon are system will have to be used b. this

American Company and this system is by special arrangement

the sole property of Marooni Company anywhere outside America.

Whis means that by pirating Marooni rights in China, American

contrasts will be fulfilled but Mr. Issacs does not see in

what way it can be stopped since no effective patent law

existe in China Mr. Isaacs has hinted that since the position

is so preposterous he may withdraw entirely from cooperation

with so disloyal a partner as Chinese Government.

Authority is given for strongest representations to be

made to Chinese Government by you. Should they continue to

show much total Eisregard of their solemn obligations British

firms of good standing can no longer deal with then.

The matter of analgenation of British wireless and cable

interests will be attended to when views of other departmenta

interested have been received; up to the present it has not

been/
